The Testing Center of the Federal State Budget-Financed Educational Institution of Higher Education The Bonch-Bruevich St Petersburg State University of Telecommunications (Testing Center of SPbSUT) conducts work on conformity assessment of communications equipment in the Russian Federation. Our accreditation certificate is RA.RU.21АЕ4208, issued on 26.11.2015, valid indefinitely. SCOPE OF ACCREDITATION TESTING LABORATORY (GOST ISO/IEC 17025-2019).

RusAccreditation has confirmed its status as a signatory to the global Mutual Recognition Arrangement of the International Laboratory Accreditation Cooperation (ILAC MRA) following the Service's successful completion of an independent international audit by the Asia Pacific Accreditation Cooperation (APAC) in September 2024.

The ILAC MRA combination mark is a registered international mark owned by the International Laboratory Accreditation Cooperation (ILAC).The ILAC MRA combination mark increases the degree of confidence in the product and manufacturer when sold abroad, and shows that it was issued to the testing Center, accredited as a testing laboratory, which accreditation is internationally recognized. The use of the ILAC MRA combination mark is indicative of the proper implementation of the requirements and terms of agreements and arrangements concluded by the Federal Accreditation Service with accreditation bodies of foreign states, international accreditation organizations, and other foreign organizations acting in the field of conformity assessment.


The Head of the Testing Center of SPbSUT is Andrey Zimin, currently the Head of the Testing Laboratory of Next-Generation Switching Systems (IL KSP), an expert in the certification of switching systems, digital transport systems, and management and monitoring systems.

The Testing Center of SPbSUT currently includes the following subdivisions:

  • Testing Laboratory of Next-Generation Switching Systems (IL KSP);

  • Testing Laboratory of Communication Network Equipment (IL OSS);

  • Testing Laboratory of Technical Means of Radio Communication, Radio and Television Broadcasting (IL TSR).

The Testing Center of SPbSUT conducts testing within certification and declaration procedures, both in the mandatory certification system and in the voluntary certification system, and also provides consulting services. Our experts and specialists are ready to assist in the development of the necessary documentation and in carrying out testing of communications equipment for compliance with Russian regulatory and legal documentation and with international standards. Our Testing Center ensures a high level of organization and quality in testing communications equipment in accordance with its accredited scope of accreditation, as well as the completeness, reliability, and confidentiality of test results.

The Testing Center of SPbSUT has extensive experience in developing regulatory documents and in conducting certification and declaration of communications equipment from domestic and foreign manufacturers. Modern testing and measuring equipment is used for testing. The employees of the Testing Center of SPbSUT are highly qualified in the field of telecommunications.

In accordance with the accreditation certificate obtained, the Testing Center of SPbSUT specializes in the certification of the following communications equipment:

  • International telephone exchanges and international switching centers;

  • Transit intercity communication nodes;

  • Intercity telephone exchanges;

  • Urban automatic telephone exchanges;

  • Rural automatic telephone exchanges;

  • Subscriber digital concentrators;

  • Local telephone exchanges and packet-based information switching technology based on the multimedia messaging subsystem;

  • Combined exchanges;

  • Equipment of private branch automatic telephone exchanges (PBX);

  • Equipment of call service centers for information and reference services;

  • Equipment implementing, by means of application subsystems of Common Channel Signaling System No. 7 (SS7), switching and communication service management functions;

  • Equipment for providing intra-zonal, intercity, and international telephone communication services with the help of telephone operators;

  • Switching equipment for mobile radiotelephone communication networks;

  • Switching equipment for mobile radio communication networks;

  • Equipment for switching and routing information packets;

  • Digital transmission systems of synchronous digital hierarchy (SDH);

  • Equipment of digital transmission systems of plesiochronous digital hierarchy (PDH);

  • Transceiver devices for fiber-optic and atmospheric optical transmission lines;

The accreditation scope of the Testing Center of SPbSUT in terms of mandatory certification will be expanded as relevant regulatory legal acts are approved for other communications equipment.

The Testing Center of SPbSUT successfully carries out:

  • conducting certification tests of communications equipment within mandatory certification on the basis of an agreement with a certification body;

  • conducting tests of communications equipment within declaration;

  • verification of the manufacturer's ability to produce, during the validity period of the certificate of conformity, communications equipment meeting the established requirements (GOST R ISO 9001-2015), if this is provided for by the certification scheme;

  • development of certification regulatory documents.
